SPACE has served as an advocate for the arts and has provided an artistic viewpoint and vehicle for citizen input at Warren G. Magnuson Park since 1996. In 1999, SPACE developed a strategic plan to guide the organization's activities and define its relationship to the ongoing development of the Park.

As a result, SPACE and the City created a Memorandum of Understanding defining SPACE's role in developing and managing Building 30, the former Naval administration building and hangar. The future of Building 30 is key in creating the lively environment envisioned by the community for the redevelopment and use of buildings at Warren G. Magnuson Park and will provide a focal point for the development of arts and culture in the Park.

The City of Seattle is currently considering arts and culture funding for Building 30 which would create a public art facility that will include artist studios, workshop space, common areas, and a gallery space. As a "Main Street" building and the first building to be redeveloped for artists, Building 30 will create a positive impression of the Park as a destination for arts and culture and will encourage future redevelopment of buildings at Warren G. Magnuson Park for arts use.

As a way to establish the relationship between SPACE, arts programming on campus, SPACE first developed "Project 18," which was the beginning of SPACE's efforts to integrate artists and their work into the Warren G. Magnuson Park community. SPACE has been instrumental in achieving funding and community support for Building 18 - the Firehouse, the BRIG and other areas of Magnuson Park. The growth of public arts and culture programs are outlined in the City's plan for sustainability of the park. The success of previous sculpture exhibitions and arts programs at Warren G. Magnuson Park by SPACE, and both the Seattle Arts Commission and Horsehead has established a history of quality outdoor programming on campus.
